Program Description:

The San Francisco Foster Youth Services Program (FYS) strives to address the unique educational needs of foster youth by working collaboratively with youth, caregivers, schools, placing agencies, and other service providers. 

Primary Issues that the Program Addresses:

Due to complexities in their lives, many foster youth perform below grade level, are held back in school, and have lower graduation rates than their peers.  The goal of the FYS Program is to support academic achievement, attendance, and positive school behaviors of foster youth. 

Populations and Clientele Served:

Foster youth are children who are removed from the care of their parents primarily because of abuse and neglect that resulted from complex family, social and environmental conditions.  Children in foster care move frequently among emergency shelters, foster family, guardian homes (kinship/relative or non-relative) and group homes.  These changes often result in multiple school placements.  The youth we serve come from diverse backgrounds, including but not limited to youth of color, low income, LGBTQ, pregnant and parenting, special education students, and English Language Learners.

Types of Services Offered by the Program:

The Foster Youth Services (FYS) Program:

•           Provides individualized educational case management to support academic achievement, attendance and positive school behaviors

•           Provides resources and coordinated services to meet the needs of students

•           Provides high school to college transitional support services through the Guardian Scholars Summer Academy      

•           Provides individual tutoring services for foster youth students

•           Assists with immediate and appropriate school placement in coordination with the SFUSD AB490 Liaison

•           Facilitates collaboration between SFUSD staff, community agencies, Child Welfare Workers/Probation Officers, and care providers

•           Offers professional development for schools, care providers, Human Services Agency personnel and others on the educational needs of foster youth

•           Advocates for foster youths’ educational needs

•           Advocates locally and state-wide to improve school and child welfare policies

•           Maintains a database of foster youth attending SFUSD schools

•           Provides a school-based mentoring program for foster youth

Intern Assignments and Learning Opportunities:

FYS Interns practice educationally focused, generalist case management of foster/probation youth and become knowledgeable about various social systems; including SFUSD, Human Services Agency, Juvenile Probation Department, Juvenile Court, and community-based organizations. By understanding these larger systems, the FYS interns are able to advocate on behalf of their clients.   Interns will provide individual and group interventions with students at the school site and/or foster care placement, participate in foster care events, attend Individualized Education Program (IEP) meetings, and consult with multidisciplinary team members.

Other Specialized Training and Educational Opportunities:

Interns are provided with group supervision and ongoing training opportunities throughout the school year.

Interns are required to intern in conjunction with the SFUSD school calendar. The intern will need to be in his/her field placement with the exception of school holidays, SFUSD Furlough Days, and SFUSD’s winter break. Interns may take off their Spring Break if it differs from SFUSD. Interns will be required to remain in placement until the last day that the university’s malpractice insurance covers them. Interns must have Thursdays as a day in placement in order to attend group supervision. Interns must attend the orientation that is held in late August or the beginning of September. Interns will need to provide proof of a negative TB test conducted within 60 days before the Fall Orientation. Interns will have to be fingerprinted by SFUSD and cleared.

Second-year MSW interns receive a $1,500 stipend per year and first-year students receive a $1,000 stipend per year.

Interns are also eligible to participate in SFUSD’s AmeriCorps Program which provides additional stipends for education.
