Program Information TIES (training, intervention, education and services) For Families South Bay is a directly-operated mental health program with the Los Angeles County Department of Mental Health. TIES offers an array of individual, family and group psychotherapies. It is a specialty program providing mental health services to children from birth to 21 who have been in the foster care system and are at some stage in the adoptive planning. Another component of the program targets kids birth to 5 years who involved in the child welfare system.
