Program Information Hispanic Business Consultants (HBC) was founded in 1995 as a ‘for-profit’ agency fully recognized by the State of California. It was established by Eduardo Figueroa as a sole-proprietorship to provide employee training, technical assistance and business training; through workshops, consulting, personal development training and related products specifically designed for the Latino community.
