Program Information OCNEP???s mission is to prevent the transmission of HIV, hepatitis C, and other infectious diseases by providing access to sterile needles, facilitating the safe disposal of used syringes, and providing access to safer injection and safer sex supplies. To combat the growing epidemic of opiate overdoses, we partner with the Solace Foundation to distribute naloxone??? an overdose reversal agent??? to our clients. OCNEP empowers community members by providing referrals to health care, health education, HIV testing and services, substance abuse treatment, and homelessness support.
