Legislative Counsel Bureau

Founded in 1913, the Office of Legislative Counsel is a nonpartisan public agency that drafts legislative proposals, prepares legal opinions, and provides other confidential legal services to the Legislature and others. The Legislative Counsel of California is Cara L. Jenkins. The office also provides computer services, data networking, and related customer services to the Legislature. The main office is located at the State Capitol Building in Room 3021 and can be contacted at (916) 341-8000.
