Organization Description

Quality Family Services, established in 1983, under its Business Name of “Quality Group Homes, Inc.” is a licensed non-profit community services agency that has grown to become one of California Central Valley's larger providers of comprehensive services for foster youth and a mental health services' group provider for children, their families and individuals throughout our community. Quality Family Services (Quality or QFS) is licensed by the state of California and accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF) International to provide the following programs:

  • Foster Care Placement, Intensive Foster Care, and 'Adoption-Readiness' services for foster youth and non-minor dependents placed with our Resource Families and​
  • Short Term Residential Therapeutic Program (STRTP) services for foster youth needing a place to live for consistent care and supervision while they receive individualized behavioral support and mental health services to achieve their unique goals in a culturally sensitive and trauma-informed manner.

 

QFS receives referrals for Foster Care services and STRTP placements from representatives of various Departments of Juvenile Justice, Mental Health and Social Services throughout the state of California.

 

Quality is also authorized to operate:

  • The "Quality Counseling Center" to provide outpatient mental health services for youth and adults referred by Fresno County's Department of Behavioral Health, Managed Care Division, and
  • The "Consortium for Community Services (CCS)" to provide comprehensive mental health services and life skills assistance for adult parolees who are referred to CCS by Parole Agents within Fresno and Sacramento counties. CCS operates under the Integrated Services for Mentally Ill Parolees (ISMIP) grant approved by the State of California Department of Corrections and Rehabilitation (CDCR).
Program Information

Forensic mental health placement. Work with mentally ill parolees in coordination with State of California, Department of Corrections and Rehabilitation (CDCR), Division of Adult Parole Offenders (DAPO), Parole Outpatient Clinic (POC) in providing comprehensive mental health and ancillary services. 

Enhanced clinical mental health services that are provided to members (parolees) enrolled at Consortium for Community Services (CCS) under the Integrated Services for Mentally Ill Parolees (ISMIP) program. The enhanced clinical services are in addition to an array of clinical case management, benefits (Social Security, General Assistance and Disability Insurance), Substance Addiction, Food Pantry, Clothing Closet, Housing Support and Referrals, Homeless Assistance, Job Readiness, Transportation Assistance, Medical Services, Day Room and other activities that are provided on a daily basis to enrolled members. 

Given that our model is largely consistent with the Full Service Partnership (FSP) integrated model where clinical mental health services serves as the crux of the adjunctive and supportive services, any deviation from that would substantially jeopardize the overall efficacy of the program, goals and positive outcomes for our members. The adjunctive services are guided intimately by the clinical services and both programs depend on each other for successful growth towards projected outcomes. Adjunctive services personnel serve as team members, and the eyes and ears for clinical staff; all in while, clinical services team provides an ongoing support and education on the daily interactions and management of crises to the adjunctive and supportive team members. Collectively together, the teams work harmoniously in-sync and with each other towards a common goal. The efficacy of the overall integrated program design was intended to be based on each service unit working collaboratively with each other and having the clinical mental health services is an integral part of the program design as it provides the direction and support for adjunctive services.
