Program Information The Community Services Department is committed to providing the Citizens of Upland with quality library services, recreational programs and well maintained parks as well as providing for the safety and welfare of animals in our Community. The department also serves as a resource to other City Departments and community organizations. We strive to consistently be a model, well run, efficient department.
