Program Information OC Human Relations Commission (a county agency) and Council (a non-profit organization) partner to provide programs to foster mutual respect and understanding among OC's diverse population. We strive to build bridges of understanding and eliminate prejudice, intolerance and discrimination. The Commission was established in 1971 and the Council in 1991.
