Program Information Blessed Low-Income Senior Support (BLISS) Care Foundation, a 501(c)(3) California Nonprofit Public Benefit Corporation, serves eligible low-income Seniors by providing FREE non-medical in-home care delivered by licensed care providers and funded by a community of generous supporters. BLISS services enhance the quality of life of low-income Seniors in San Diego County.
